This is something you can't report. A moderator must be online and see the player holding the contraband so that way they can ask the player to hand the contraband over, but if they refuse they will get jailed. Another thing is, you can not use cropped/edited images to report players. It must be a full screenshot. Unfortunately I’ll have to close this for lack of evidence.
