I'm a little confused.

You told him you wanted P4, DS3, UN3 but he replies with UNB3, DS3, BPROT4.

You proceeded to pay him he gave you the boots with the enchantments he said, correct? Unless I have missed something out, what has he done wrong?

 

I wanted diamond boots

 

I didn't see in the screenshots you provided, you asking for diamond boots.
