Stating he's an undercover mod does not mean he was flyhacking. For all the screenshot shows, he could've been falling when you took the picture. The fact that it took him that long to reply (from where he was falling) does point towards him hacking.

Because if you notice he says Im an undercover mod while he is still in the sky.

 

The evidence provided does not show any hacks. The best way to report fly hackers is to record. All this shows is the player possibly falling down. Most fly hacks are used on the parkour not below it. Sorry, lack of evidence.
