I did a quick name check and realized that PopperZ is Legoman12g. So yes, he is added to the plot. Not to sure if we can do anything about your plot.

Seems like he is the owner of the plot so its not illegal for him to build or destroy blocks on it. We are unable to restore the plot unfortunately.
