3. A description of what rule they broke/how they broke it: At the time i were vip rank and we made a deal i was gonna pay "oManu" 300$ and he was gonna upgrade me to mvp (from vip) i payed him the 300$ and he left. i didnt get anything so he scammed me.

Unfortunately, since you now have MVP there is no way for us to tell whether it was the reported user or someone else who upgraded you. The evidence provided is therefore insufficient. I'm very sorry if you did get scammed.
