He, for the past few games, has been spawnkilling and spawntrapping teams. I think he wants to get to the top of the "Most Kills" leaderboard, but no matter his intentions, he is still breaking a rule. It is becoming really annoying, please deal with the appropriately. Sadly whatever his intentions where there is nothing in the rules that states it's not allowed. Spawn trapping or killing can be used to by time so the bed can be destroyed.
