Its not speed hacks, its a new enchant that lets you move faster in water. It basically gives you the ability to run in water.
I was the one in the video, the Moderator. I can say - I wasn't hacking. Lol. I was flying close to the ground. I do it when I'm watching people PvP. They expect a mod to be above them flying, not on the ground with them.
About the report - As @RecognizedMMO said - This is a 1.8 enchantment called "Depth Strider" It's for increased movement in the water - Feel free to look into it. This report is invalid.
