Do you have evidence of him claiming you didn't pay him? We're very skeptical about scamming reports, don't take it personally if we need more evidence than there is.

But we can't ban him as this evidence is insufficient for a formal ban. You do not have any evidence of him saying that he didn't receive the payment. Again, I apologize.
