3. A description of what rule they broke/how they broke it: they used a macro so they could heal their self instantly without typing.

This doesn't really look like a macro to me given the fact that he did pause for a while (0.56 in 0.25 speed) and also other people could have healed him( a titan) so next time when reporting someone for a macro show the tab
