I'm pretty sure there's no rules against camping in pvp area. Someone could just go and kill them, and it'd be their loss. Nothing mods can do about this, sorry.

You guys need to read the rule board before jumping to conclusions

 

A plot is at /warp plots. Not in the pvp area.

Sign camping is when you stay too close to a sign, so that you'd have more chances than other people to get the plot.
