You're the one repeatedly bringing up and asking if he won't report you in exchange for 10k, that isn't him blackmailing you. Him blackmailing you would consist of him saying something along the lines of 'Pay me 10k or else I'm going to report you', and even that wouldn't really be bannable as the rule was intended for more serious kinds of blackmailing such as 'Pay me 10k or I'll drop your ip address in chat'.
