The warp to the pvp arena is /warp pvp (for extra information). Although Cyp did say that flying in Survival is not bannable, but flying in PvP is bannable, according to a Moderator. Sorry this is not bannable as it's just a glitch. This is being patched and If you have further proof of this player doing this I'm sure I could give him a small ban.
