Hi awesome,
I have checked the evidence and do believe you are right, it doesn't mean ban evading is the answer. Sometimes the chat just passes our eyes, I even made that mistake recently with a player but I unbanned him. It was a honest mistake and I only see the attacking right at the end. I do understand also the frustration but remember we aren't machines.
