I'm pretty sure that you're not supposed to report players for spam, but fran_908 spams so much, and no one can't /ignore him (you can do /minecraft:tell @a [message], and this bypass's /ignore). I think the best way to stop people from bypassing /ignore in this way would be to simply delete their permission to it. Thank you for your time,
