Correct me if I'm wrong, but you can't close a mod application because they're rude.
From personal experience moderating a Crew server, we were never able to do this.
Warn them, ban them, but you can't close their application unless they request it. No matter how bad it is.

I didn't close it but if it's a obvious troll application you can. Which it was....
