We dont have a real proof that he was placing block, maybe he wanted to break them, nezt time you should record.

Look at the second and third screenshot, In the second one, The offender is standing in a position withe 6 blocks placed, In the third screenshot, There is more blocks placed. I know these screenshots are in order due to the fact that in the chat it says: "Saved Screenshot at *******.56" and In the third it says "Saved screenshot at *******.57

 

i can see that he is placing block with the other Screen shot.
