User swearing and Blocking Cell Sign

2. The offender's ingame name: Toxicc00kie1001
3. A description of what rule they broke/how they broke it: Swearing a not standing 3 to 4 blocks away from the sign. On 1 of the photos I moved up to the sign as I was trying to click it but couldn't he bought the cell and I couldn't buy it or had the chance to as this offender blocked it and I told many times it's not allowed so hope this offender is resolved.

There was also another moment when he excessively cursed, it was a few seconds before this.

 

The offender has been banned for 28 days. 1 more than the time remaining on the offending cell rental time. The swearing will be included in the punishment time.
