What exactly is he doing?

 

ok he is a zombie and like he has human armour and bow when he is not a donor and a zombie

 

I think prestige kits have that.

 

no they dont im p7i have bow and arrow but he is lower like p1 or nothing and u dont get armour when u prestige

Also quite a while ago a player did this extensively in the presence of staff and no action was taken.

 

Should we just archive this then talk further in the staff section on possibly adding this as a rule/enforcing it later on? As it is a glitch and does give an unfair advantage though nothing's mentioned in the rules.

Well, this isn't really 'hacking'
More as a glitch, we are going to discuss this with the other staff members about this
As for right now, locking and archiving

 

The reported player will be spoken with, as it does give an unfair advantage in PvP.
