Unfortunately the evidence provided is insufficient.
The way he doesn't move, look at you and how the hits don't exactly match when you take damage it makes me believe he just had a spike in his ping and begun to lag. The few seconds of that leaves too much to question and could easily be due to lag.
Should you gain more evidence in the future, do not hesitate to report this player(s) again.
