2. The offender's exact ingame name: TylerIsAwesome1
3. A description of what rule they broke/how they broke it: This player was advertising to rate someone's plot. I requested to tpa and someone else was there. Then he sent a link. The other person decided to click it, however I didn't. Then the plot owner who was also sending the links (I couldn't get a screenshot) sent me a message saying that he got his IP. After that, they just kept on advertising and stealing IPs.

No I only screenshotted the part where he sent the message

 

For future reference, we need full screenshots to use it as evidence.
