3. A description of what rule they broke/how they broke it: Hello I am back again. This player keep harassing me ever since he scammed me. Now he is saying he knows where I live and what my IP is and I did nothing to provoke this reaction from him. It is honestly starting to scare me and I don't want any other players to have to be taunted and trolled for lack of a better word by this player.

I think you have the names mixed up in the your ingame name and offender's in-game name. This will cause you to get banned instead of him since it appears that you are reporting your own name.
