1. I cannot see the name tag of the user.
2. That is probably the moderator Blueman05 who got killed earlier in the game. He probably suspected that there was a hacker so he teleported and spectated the user.

Since there is not enough evidence I will have to close this report. If you have more evidence that clearly shows the username of the player hacking or breaking the rules please use that to report. Also use the proper format for reports next time.
