Since the Earth map represents "Earth" no villages spawned in when the world was generated, that means no villagers. I believe survival has villages but I'm not sure if they spawned villagers in them.

So the only way to get a villager would require a zombie villager spawn and then a player cure it. I have tried for quite some time to get a zombie villager to spawn but I've had no luck.

My question here is, are villagers turned off? If so why?

 

It's either probably to prevent players from having access to trading for economic purposes or for lag purposes so it doesn't overload the host server.
