You talk about second chances. You get banned for 31 days for hacking for example, your second chance is after that time is up. If you're banned again for hacking, then you're banned. That was your second chance. Everyone is banned for a reason whether it's false or not. Wait it out and then come back and learn from your mistakes. If you're perm banned for the same mistake, that's on you. No Support.
This is true not everyone gets perm false banned its 100% serious you wouldnt know because you play hypixel more than mineverse

People need to think for a second before no supporting this idea, at first it seems bad. But in reality it will stop the swarm of hackers on alts ext.
They get banned. They then go on alts to hack. Clearly not learning from their mistakes. They should stay banned.
Clearly you're making assumptions because most people won't ban evade and "hack on alts". But for the people who do this is a good suggestion for because it lowers cheaters and makes people happy
People are banned for a reason. I've been banned plenty of times, and appealing does a lot. Prove you've really learned from your mistakes and the staff might give you an extra chance. And honestly, if you've done something that's bad enough that even a $20 unban can't solve it, then you probably should never be unbanned.
