Try it with out putting your name. It automatically puts your name. Had this problem with someone else, it was his name, it eventually worked, not sure how.

Then you are filling out the sign incorrectly. Make sure you do /iteminfo to be sure the item you are putting on the sign is valid. Also, there is a spawn tutorial at /warp shop is you need further help.

Yes you may now as your sky block shop signs have been glitched, this is a simple error of your permissions/server errors.

We can help you by the following steps
1 - Try doing this as a sign
Line 1 - Yourname
Line 2 - 1 (quantity)
Line 3 - B/S (amount)
Line 4 - Item-meta (Item)

I just solved pressing "return" at the end of each line. Before I was using the arrow key to move down.
