What I think you should do is go to the report sections and report him under prison then report him for Advertising Services off Mineverse. Since "Selling" MC Accounts wouldn't be allowed on Mineverse.
But is it really illegal? I mean, he said he was accepting in game money and items so I don't think this is very different than people who sell in game money or items for ranks like god.
