Well, it used to have 200 on at a time a couple years ago. But it had more gamemodes (factions, opfactions, gta, hellblock, infection, archerpvp, minigames like bedwars and many other minigames) back then, and that was before most of the gamemodes reset. Also, alot of players quit minecraft in general moving onto other games.
