    VPN based off a VPS or a Dedicated server, a VPN isn't anything but IP disclosing your IP address so it's prevents it from hiding. If a Law Enforcement agency asks for the logs of VPN Company they won't get it without a Court Order, But the guy isn't going to be arrested anytime soon because FBI/IC3 doesn't give a really about DDoS attacks as it's not a concern really for them.
