You cant tranfer ranks, they need to donate it themselves. If not everyone would be switching ranks with people and no one will feel the need to donate because they can just ask a inactive user to give them their rank.
Well you cant if not everyone will do it and crew wont get any profit for the servers to keep them up. Archiving.
