I think there should be a lower rank which you can get sent to by misbehaving. But, instead of it being all bad there should be a secret entrance to a sewage system or something similar where you could sell drugs, sugar mushrooms etc... The idea would be that there would be something like a feeding shoot to Rank-D from C where frees could drop the drugs for D's to sell.
