Pet human is no longer obtainable after updates in Minecraft that completely disabled it.

Human pets became incompatible with the plugin the servers' using.

So, it isn't just you that cannot use /pet human, a multitude of different people on different servers are having the same issue, as I think it's to do with Citizens not being supported anymore :(

Twas' a shame, I would have liked that command :(
