If he is permanently banned on lobby, that usually means that he has no chance of his appeal being accepted unless it was for advertising (It would say in the ban message)
EDIT: By the way, I suggest you don't let him use your account otherwise you will end up perm banned as well.

Um im not evading my brother isn't "Using" my account.
Im wondering if he CAN to appeal.

 

If he's perm banned from the server, its for a good reason. And there is little to no chance that his appeal will be accepted.
