usually their is only 1 -3 mods online at a time and some of them are not mods on the gamemodes

 

Mods try their best to be online, and

there was a change, when you apply for Mod, you can only moderate 2 gamemodes now.

It was an idea implemented by CypriotMerks to help spread mods out better. Some were only going on certain game modes and not others.
The old mods from before the change still have perms on every server.

Ahh.
All you need to do is PM a mod online that is staff on the server you are wanting to join and they can meet you in the lobby and unban you. There is quite a glitch happening with the command essentials.unban that is the reason you are not in game currently.
I would PM one of the mods.
