Alright so I used to be staff on a pixelmon server and it had roughly 200-300 people on average, and the only way we could keep up with cheaters was with the /mods command. It's a plugin you add onto server and it checks all active mods on a person, some mods could be hidden but most can't. This would save mods time and catch cheaters quicker. I recommend it be installed and staff do /mods to every player on kitpvp and oppvp every once in a while. I can send the plugin name if the admins are interested.
