Actually yes, I think that if a player creates a moderator application and they do not meet the requirements then another player can simply report the individual post and a moderator could just lock it under not following the rules as it does 'Clog up the pipes' in the application page and this is far from useful as most of the players join for a day but their applications are around for a few weeks, As for your idea of blocking people from posting threads in the moderator section if they dont meet the requirements, I think this would fullstop block them from even posting on threads that are in the section therefore I don't know if that is a possible solution. There needs to be a purge of all applications that've applicants that do not meet the criteria.
i believe they would have to change it to for example only a person with the rank member and up can make a thread on it.
