I know well what offline communication is, but you can't communicate offline, because that's just what our world evolved to. Don't call something "offline communication when you do need internet for it. This world is not only about Minecraft.
As this is a forums dedicated to Mineverse, a server on Minecraft, I believe when he says "offline communication" it means any other communication besides in-game communication. It would make sense to assume the obvious when someone is talking about something is obviously related to Minecraft. But then again, some people have a hard time understanding simple things.
