It affects it considerably, but it's not the only aspect looked at. It shows how long you've been with the community, and how involved you are with the community as well. The forums are also a big part of moderating, so it's good to have experience on the forums before becoming mod.
Honestly, I think it is important. Like, you can apply as a 'New Member' and increase your activity over time (what I did) and that is totally fine. People will get to know you and then form a better opinion on your application. However if you write an amazing application, but don't spend any time on forums, you wouldn't stand out among the other applications. People like to get to know the person before they get promoted, to see what they say they are capable of and to see if they are friendly/approachable.
I'm not gonna state a lot, Alex and Scorvix pretty much hit a homerun with it. But, this won't completely obliterate your chances. I posted my Mod Application nearly the day after joining the forums, and look where I am now ;) Nothing is impossible, just don't give up!
The idea behind this is so people will not just get mod for showing up and asking for it. It also lets the MV community know you better.
One very important thing is to let people know you. That's the first step, and one of the most important for my criteria of no support, neutral and support. I always look out for activity, maturity, impression , ability, sincerity, and others are mainly just passing remarks.
I personally think it's a good application if there's a fair amount of detail tbh. I look for maturity, ability etc, like Andrew does.
