I recently tried to purchase an upgrade for someone and keep getting this message:

The player is BradG17 and is currently a Sponsor. I'm trying to buy the VIP upgrade, but I keep getting that error.

I get a similar message when I try to buy a spawner.

Perhaps that is the answer..... too many chargebacks? What is a chargeback?

I believe the issue was I had too many pending transactions. Once they all cleared I was again able to do more transactions. You can close this if you wish.
