I'm going to be neutral on this. While it may be a way to see whos really dedicated I think a month is a little long. People apply and usually that motivates people to become dedicated members. Having a shorter wait might just encourage more people to play. "I have an app, I want to be staff, I should stick around and get to know this place". Besides there is a big fuss over mod apps and such when there really shouldn't be; people get accepted because they are deemed suitable. Does it matter when they apply at all? Not in the slightest. If I was two weeks and I applied or 1 month in than applied i'm still the same person, I would probably have a very similar application... Not to mention apps are not accepted right away. Person opens an app, waits months, might be accepted in a promotion wave. In that time they will learn, and maybe alter their app.
Support. It will most likely discouradge (idk how to write it correctly) the ones that apply when they first join.
