It is reachable. You use the logs that you did not provide in the screenshot to get on top of the logs holding the cobweb then you jump up.
I've been playing Infection for quite a long time, and I honestly doubt that you can reach this spot without hacking. I and others have reported for this before, and the respective people have been banned. I have never once seen a person reaching this spot without gliding. Even if he did get up without using hacks, it would still count as exploiting the map to win unfairly.
