Alright, so here we go.

First of all, you can be in a server where you are OP. Or you can OP yourself on your own server or world.

Make sure you have world edit.

Next, grab an item to bind it to. I use a Diamond Axe

Alright, make sure you are holding the item that you're going to bind it to, in your hand, and then type in:

//tool floodfill ice 5

And now you can right-click on anything (excluding water and lava) and it will immediately turn into ICE. :D

Make sure to also where an Elsa Skin
