I would like to know why hoppers dont work and why not make them usable

 

I believe hoppers were disabled on many servers a while ago due to people using them to duplicate items.

 

but bugs are fixed and we need hoppers to make automatic thinks , like netherrack cooker

Hoppers are disabled because people used them to duplicate, as Alex said.
