I'm not sure about William, I'm sure that Phillip doesn't hack.
With all the reports he has pulled in, him helping me catch hackers and seeing him for the longest time and fighting him to never see him hacking. In this video I do not see one hack from Phillip. I will try to slow the video down so I can get a better look to help assist you.
Edit- Is there any specific hack that that reporter is accusing. It seems normal
