Guardian Farm (Survival)

I built a legitimate guardian farm on Survival, but it doesn't work. Every single detail has been taken care of, but it still won't work. Some say it's because of the Mob Cap. Can that be fixed? I've spent ten hours mining, building, and fixing the chinks of it.
