Griefing on Survival

Hi! My name is Eco! I was just wondering if survival griefing was still legal

 

Rules say it's allowed in "Unclaimed areas" I think

In-game: Griefing is a 31 day ban.

Thanks. I was just wondering because lots of people have been saying its illegal, and I got confused on whether or not to ban someone for griefing another player
