I'll take a neutral stand on this. I support this idea because it would be easier for the community and Cyp to read the "real" and more sincere applicants' applications. However, I agree with @MissMisconceived and that is why I also show a no support towards this, evening it out to a neutral. :L
No one mentions that you have to be an active member to apply, it just increases your chances of getting the position as you become more active on forums and others feel more at ease having an active Mod. Understanding the in-game situation AND forums situation is beneficial to becoming a Moderator. In conclusion, the Active Member position/achievement has never been a compulsory thing in the first place.
I think you should take a look at some mod apps made by new members. Not all of them are bad, but quite a handful. Some of them only include a paragraph.
