If you're talking about a Minecon cape, those can only be received if you go to Minecon, but they also sell them online like Amazon but they sell them for like 300 to 400 dollars. If you want an Optifine cape, which ONLY people with optifine can see, you can search up Optifine cape, and you should find the link. One optifine cape costs 10 dollars.

You need optifine to see the cape though.

 

Go to optifine website and press buy. You can then use the cape to send to other people and customise it. If you are seeing capes, you either have the capes mod, minecon cape, or most likely seen a optifine cape.

Yea what he said.. However, to get to minecon.. It is very expensive. Although I'm pretty sure you live within its region, as you stated above? So it won't be to much.
