Can you explain?

 

There is an equal fight about this suggestion. This would be good to talk to staff about important things, but this is also bad because some people might use this to produce hate mail.

 

I think he means try to make it to where they can view, but not reply. This would mean that they couldn't send hate mail, but see the reason for their ban.
