So,

If a moderator application does not meet 2 or more requirements then it gets automatically closed. And if someone does not follow the template at all, those also get closed. This would help clear up moderator applications that aren't allowed.

If they don't meet the template they get 24 hours to fix it.

They could make a new staff application, they clearly did not put forth effort if they did not even read the template to use, they probably did not read the requirements either, also probably don't really want to be staff.
