Why and why not? I've been on many servers and many are the things you can and can't do for various reasons. I get that, every server wants to be different or even better than the rest. But, bouncing from server to server is getting preferable if not necessary until one is found to not have secrets which are found only after an extended length of time on server. I don't know if it's intentional but information about specifics is more and more, seemingly, harder to be revealed. I've asked about Anvils many times in chat with seemingly multiple staff in game responding to the inane chat. Maybe that's what keeps the bouncing to a minimum, I don't know.
Skyblock requires building a lot of mechanisms or buying them. Then you get to a point where you build or buy something and you can't make it work. Either Mojang, which is obviously swamped with bugs and glitches, or the servers' as a whole need to start putting out this info upon arrival. I wonder if it's the same in Realms? You go to the trouble of spelling out rules, fine, but give us the option of staying or not if you've disabled something or don't allow access but for ranked players. If these Minecraft servers aren't gonna spell it out, at least what you won't be able to do once you accomplish a task or build a certain device, then their not gonna bring in the 'donations' like they expected. Since I, for one, actually like to Minecraft I really don't care for ranks and titles. I leave that to people that need them to function. I've already donated to servers before and knowing what the donations are it doesn't matter what the 'owner' sees it as just as long as the server stays up. But, lately, servers(that I've donated to) have been closing, making me increasingly leery about 'donating' again to a server to keep it running. If it's Anvils that are turned off for a certain rank and below, then tell us! Don't let us wait till we actually spend the time getting the iron or the money to buy it, only then, finding out they are turned off or even broken. It's bad enough we have to put up with ignorant, little kids cursing up and down the chat simply because they can, chat spammers filling the screen with their message simply because they can, and people just coming in to chat and not even Minecrafting at all.

Really!? Half an hour and all you got was, "What version I'm on?". C'mon, guys! Just tell me what the big secret is! Or, just tell me that they're broken and won't be fixed anytime soon so don't waste any more time trying to get them to work!

 

I can hardly read your post, but no anvils are not limited to ranks its probably a problem with your version try doing it in 1.7.10
